GFF Awards GYD$118M Contract to B&J Civil Works for Phase 1 of Blue Water Shipping Stadium

November, 3, 2026, Georgetown- The Guyana Football Federation (GFF) has awarded a GYD$118 million contract to local construction and engineering firm B&J Civil Works for Phase 1 of the Blue Water Shipping Stadium at D’Urban Park, Georgetown.
The contract was signed on Tuesday, November 3, at the GFF Secretariat, in the presence of GFF President Wayne Forde, Second Vice-President Rawlston Adams, General Secretary Pushpargha Chattopadhyay and B&J Civil Works Chief Executive Officer Beverly Tapp.
The procurement process was publicly advertised on August 27, 2026, and attracted bids from six contractors. Following an evaluation conducted by the GFF’s Tender Management Consultant, B&J Civil Works was selected as the successful bidder. Construction is scheduled to commence on November 10, 2026.
President Forde described the project as a significant investment in the future of football and an important contribution to Guyana’s wider development ambitions.
“Investing in modern football infrastructure is fundamental to the long-term growth and sustainability of our sport. The Blue Water Shipping Stadium represents one of the most ambitious infrastructure investments undertaken by the GFF. We fully embrace His Excellency President Dr Mohamed Irfaan Ali’s vision of positioning Guyana as a regional hub for sports tourism, and this project demonstrates our commitment to playing our part in advancing that vision. We are building a facility that will serve our football, attract international competitions and create lasting opportunities for future generations,” Forde said.
Phase 1 will include general site development, construction of two grassroots mini-pitches, spectator bleachers for both pitches, floodlighting, male and female dressing rooms and washroom facilities, a security station, perimeter fencing, bridge and culvert infrastructure, and the main entrance and access works.
The project is being advanced with the support and technical expertise of FIFA and Concacaf. FIFA has provided design and engineering oversight, while Concacaf has undertaken technical evaluation and provided guidance on the stadium’s operational requirements to ensure alignment with the Confederation’s standards and guidelines for hosting international matches.
The two grassroots mini-pitches will support the FIFA Football for Schools (F4S) programme, established through a Memorandum of Understanding signed between FIFA, the GFF and the Government of Guyana in 2022. The facilities will provide schools and surrounding communities with safe, modern spaces for football activities, strengthening grassroots development and expanding access to the game.
The GFF also expressed appreciation to His Excellency President Dr Mohamed Irfaan Ali and the Government of Guyana for their continued support for football development and recognition of the role sport can play in national development.
The Federation extends its sincere appreciation to the management of Blue Water Shipping for its valued collaboration and partnership in bringing this transformational project to fruition. Their commitment to making a meaningful impact, pursuing excellence and investing in the potential of young people has been an important part of this undertaking. This partnership reflects a shared belief in the power of football to create opportunities, strengthen communities and leave a lasting legacy for future generations.
When completed, the stadium is expected to accommodate approximately 10,400 spectators and will serve as the home of Guyana’s senior men's and women's national teams, the Golden Jaguars and Lady Jags. Designed as a modern, state-of-the-art, multifunctional facility, it will also host international football matches, GFF Elite League fixtures, national team activities, concerts, exhibitions and cultural and public events.
The GFF views the Blue Water Shipping Stadium as a major step towards strengthening the country’s sporting infrastructure, creating opportunities for young people and supporting the development of sports tourism. Through this investment, the Federation is embracing its responsibility to contribute to a broader vision for Guyana while building a facility that will serve generations of footballers and the wider public.
